Where to Find an ATM in Bouillon? Everything You Need to Know About Cash Machines

Bouillon is a small tourist town (which also includes around twelve villages within its territory) located in the south of Belgium, in the province of Luxembourg. The “Pearl of the Semois”, as Bouillon is rightly called, is situated close to the French border.

You will certainly not go hungry or thirsty here, as the town offers a wide range of cafés and restaurants. Unfortunately, the retail offer has declined somewhat in recent years. Fortunately, there are still plenty of nice local shops: a stationery shop, two chocolate shops, two souvenir stores, a flower shop, a clothing store, a shoe shop, two butcher shops, three bakeries, and more. In addition, a weekly market takes place every Sunday morning.

Of course, as required by law since July 2022, all shops in Bouillon accept electronic payments. But perhaps you prefer to pay in cash and need a cash machine during your stay in Bouillon? Where can you withdraw money in Bouillon?

 

Bouillon has one CASH point with two ATMs


After the disappearance of several banks and ATMs in the centre of Bouillon (as is the case in most Belgian towns and cities), a CASH Bancontact point was opened in Bouillon on Friday 23 June 2023. It is located in the town centre at Quai du Rempart 18.

This CASH point, equipped with two ATMs, is located in a covered area and is accessible to all bank card holders, regardless of their bank. You can withdraw cash and change your PIN code there.Customers of Belfius, BNP Paribas Fortis, CBC, Fintro and ING can also check their account balance and deposit cash at these machines.

This CASH point is the only location within the municipality of Bouillon where an ATM is available and where you can withdraw cash.


Electronic payment versus cash payment

Some consumers prefer to use their debit card for every purchase, while others still enjoy paying with cash.

Since July 2022, every merchant is legally required to offer at least one electronic payment method to customers. This can be in the form of a payment terminal, app-based payments or bank transfers.

However, this does not mean that cash payments may be freely refused. Refusing cash is only allowed under specific conditions.


Refusal of cash payments

A retailer may only refuse cash payments in exceptional cases. Until recently, it was considered obvious that customers could pay with cash in shops. However, since electronic payments have been strongly encouraged — especially following COVID — some businesses would prefer to accept electronic payments only.

That said, refusing payments in euro banknotes and coins is not allowed without valid reason. On 8 February 2024, a law was even passed to anchor this obligation in Belgian legislation and make it enforceable.

A merchant may refuse a cash payment only in the following four situations:

  1. Suspicion of counterfeit banknotes

  2. Cash payments exceeding €3,000

  3. Security concerns (e.g. a recent wave of burglaries)

  4. Disproportion between the value of the banknote and the purchase amount (e.g. paying a €20 purchase with a €500 note)


Why do consumers still want to pay in cash?

In June 2022, Test Achats conducted a survey confirming that Belgians want to retain the possibility of paying in cash on site. Consumers were asked online what they thought about allowing merchants to refuse cash payments. More than 1,300 valid responses were collected (a representative sample of the population). Three quarters of respondents were opposed to such a measure.

They cited the following reasons:

  • There should always be an alternative if an electronic payment fails, for example due to a technical issue or an unreadable bank card (86%).

  • Not everyone always has the option to pay electronically (63%).

  • Not everyone feels comfortable with electronic payments (50%).

  • Banks do not need to know everything I buy (38%).

  • Cash helps people learn how to manage money responsibly (37%).

More than half of the respondents also stated that they still regularly pay with cash.
